West Virginia Insurance Commissioner


Allan L. McVey

Effective September 22, 2021, Governor Jim Justice appointed Allan L. McVey as the West Virginia Insurance Commissioner. Prior to this appointment, he served as Cabinet Secretary for the West Virginia Department of Administration. He also served as West Virginia Insurance Commissioner from April 1, 2017, to January 24, 2019.

In his role as Cabinet Secretary for Administration, Commissioner McVey was responsible for the 17 administrative agencies. Prior to his appointment as West Virginia Insurance Commissioner and Cabinet Secretary, Mr. McVey was a licensed insurance agent who served in several capacities during his long tenure in the insurance industry in West Virginia. His experience included a position as a Medical Claims Examiner with the West Virginia Workers’ Compensation Fund; an underwriter with a large national insurance company; since 1976, a licensed insurance agent and broker with several firms, both local and national; and sales and management of the West Virginia operations for a large national insurance brokerage firm.

Commissioner McVey earned a Bachelor of Science, Business Administration degree from West Virginia State University and has several post-graduate insurance designations. He served on several local boards.

Debbie Hughes

Deputy Commissioner

Debbie Hughes serves as the Deputy Commissioner for the West Virginia Offices of the Insurance Commissioner (OIC). In this executive leadership role, Ms. Hughes maintains comprehensive oversight of the agency’s operational infrastructure. Additionally, she continues to lead the Department of Revenue's (DOR) Human Resources units. Her regulatory experience includes prior management of the Licensing and Workers’ Compensation units. Her distinguished career in West Virginia public service began in 1992. Before joining the OIC, she spent two decades with the Department of Environmental Protection (DEP), where she was a foundational figure in the Office of Legal Services and later transitioned into HR leadership. Key milestones of her tenure included the development and implementation of the DEP’s statewide privacy program and serving as a subject-matter expert for the WV Oasis human resources management system.

In 2015, Ms. Hughes joined the OIC as HR Director, with her responsibilities expanding to cover the broader Department of Revenue in 2018. Appointed to the executive team in 2019 and subsequently elevated to Deputy Commissioner, she brings over 30 years of institutional expertise to the state’s regulatory and operational landscape.

Ms. Hughes holds a Bachelor of Arts in English and an associate’s degree in paralegal studies from the University of Charleston.

Assistant Commissioner, Regulatory

Robert Grishaber

Assistant Commissioner, Regulatory

Robert Grishaber is the Assistant Commissioner, Regulatory, for the Offices of the Insurance Commissioner. Mr. Grishaber was a licensed insurance agent before beginning employment with the Offices of the Insurance Commissioner in January 2014. Mr. Grishaber worked in the rates and forms department until 2018. In 2018, he was promoted to Director of Licensing and Education, where he served for 8 years. Mr. Grishaber was tasked with implementing a new licensing system in 2019, modernizing adjuster licensing in 2021, and overseeing the successful implementation of bail bond regulation in 2022. In January 2026, he was named the Assistant Commissioner, Regulatory, where he currently oversees the Licensing and Education, Life and Health, Property & Casualty, and Workers' Compensation units. Mr. Grishaber graduated Summa cum laude in 2001 from West Virginia State University with a Bachelor of Arts degree in Economics. Mr. Grishaber was also awarded the Dr. James D. Thomas Award for educational achievement from West Virginia State University. Mr. Grishaber holds a Professional Insurance Regulation (PIR) from the NAIC.
