Consumer Advocate
The Office of Consumer Advocacy was created July 1, 1991. The West Virginia Legislature authorized the director of the Division to participate as an advocate for the public interest and the interests of insurance consumers in state and federal courts, before administrative agencies, or before the Health Care Authority.
The Office of Consumer Advocacy also is responsible for regulating Quality Assurance for all HMO's licensed to practice in West Virginia, to insure quality of health care and service to the consumers of West Virginia.

- Hours and Location
- The Consumer Advocacy staff is available from 8:00 to 5:00 Monday thru Friday. Our office is located in the Greenbrooke Building, 1124 Smith Street, Room 403, Charleston, WV (parking is available at the rear of the building).
